What does it mean?

A percentage-point change is the arithmetic difference between two percentage values. A percentage change is the difference divided by the starting value, expressed as a percentage.

Think through an example.

An everyday example

If a rate rises from 20% to 30%, it increases by 10 percentage points. The relative increase is (30−20)/20 × 100 = 50%.
